The Andhra Pradesh Public Service Commission (APPSC) has issued Notification No. 25/2026, dated 9 October 2026, for 97 Hostel Welfare Officer Grade-II posts in three welfare departments. They are district cadre posts for graduates with B.Ed. (or Diploma in Education for Tribal Welfare). The pay is Rs 37,640 – 1,15,500, and online applications are open from 9 to 29 October 2026.

The three posts and who can apply

All three are Hostel Welfare Officer Grade-II, with the same pay scale (Rs 37,640 – 1,15,500), age limit, fee and exam. The degree must be from a university set up under a Central or State Act, or an institution recognised by the UGC.

Note the small difference in wording. Only the Tribal Welfare post names a “Diploma in Education” as an alternative to B.Ed. The other two ask for B.Ed. (or B.T., or an equivalent).

“CF” means carried-forward vacancies from earlier recruitments, filled as limited recruitment. The notice gives 10 years of age relaxation for SC/ST carried-forward vacancies.

  • Bapatla has no post in any of the three departments, and it is not in the exam-centre list either.
  • Alluri Sitharama Raju alone has 17 of the 23 Tribal Welfare posts.
  • Prakasam and YSR Kadapa have the most posts after ASR, with 7 each.
  • Most posts are local: only local candidates of that district can get them. 95% local reservation applies under the Presidential Order 2025.

Where the open posts are

Open posts can go to any eligible AP candidate on merit, local or not. There are 23 open posts in all. Every BC Welfare district has one, which is unusual.

The notice lists these posts under horizontal reservation without roster points:

APPSC says the PBD posts will be interchanged between disability types if no eligible candidate is found, so all eligible PBD candidates may apply.

The agency-area rule for Tribal Welfare posts

For the Tribal Welfare posts, local reservation in Scheduled Areas follows G.O.Ms.No.63 (2008), not the general district rule:

  • 90% of Hostel Welfare Officer posts in girls’ hostels and ashram schools in Scheduled Areas go to local Scheduled Tribe candidates.
  • The other 10% follow the normal reservation rules. They are for candidates who, or whose parents or grandparents, have lived in the Scheduled Areas continuously since the date the tribe was first notified there. Proving this is up to the candidate.

This explains the ASR table: of its 17 posts, 15 are ST (1 open, 14 local including 2 CF) and 2 are local OC.

The exam fee here is Rs 80, not the Rs 120 in the other APPSC notices we have covered this month. One line in the notice (Para 8.2 v) writes “Rs. 80/- (Rupees One twenty only)”. That looks like a leftover from another notice, because every other mention says Rs 80, including Para 8.1, which spells out “Rupees Eighty only”.

BC candidates need a Non-Creamy Layer certificate and EWS candidates an EWS certificate for FY 2025-26. Both must be issued by the Tahsildar on or after 1 April 2026 and no later than 29 October 2026.

  • Negative marking: each wrong answer loses 1/3 of the marks for that question.
  • You must sit both papers.
  • Questions are in English and Telugu. The English version is final.
  • Exam centre: the headquarters of the district you apply for.

Paper II: Education has three parts:

  • (A) Foundations of Education: philosophical and sociological foundations; idealism, naturalism, pragmatism, realism, existentialism; Gandhi, Tagore, Aurobindo, Vivekananda, Jiddu Krishnamurti; education and social change, culture, modernisation, equality of opportunity, education of weaker sections.
  • (B) Educational Psychology: growth and development (infancy to adolescence); theories of learning and motivation; individual differences; personality assessment (projective and non-projective); learners with special needs, giftedness and creativity; guidance and counselling; statistics (central tendency, variability, correlation).
  • (C) Trends in Education: universalisation of education and the minimum levels of learning; wastage and stagnation; adult and non-formal education; school–community relations; the three-language formula; family life and population education; moral education; national integration; international understanding; education of the disadvantaged; lifelong, teacher and vocational education; common entrance exams and centralised admissions in AP; and education commissions and committees.

If you did B.Ed. recently, Part B and Part C will feel familiar from your perspectives and psychology papers. Paper I is the standard APPSC General Studies syllabus and also includes data analysis (mean, median, mode, variance).

How selection works

  1. CBT by APPSC. APPSC prepares district-wise merit lists (General Ranking Lists) and sends them to the District Collectors.
  2. Minimum marks to be considered: OC, sportspersons, ex-servicemen and EWS 40%; BC 35%; SC, ST and PBD 30%.
  3. Certificate verification of the shortlisted candidates by the district authorities.
  4. Computer Proficiency Test. This is a qualifying, 60-minute, 100-mark practical test of Word, Excel, PowerPoint, typing and basics. The pass mark is 30 for SC/ST/PBD, 35 for BC and 40 for OC.
  5. Selection by the District Selection Committee under G.O.Ms.No.596 of 2008.

There is no interview and no waiting list. On equal marks, the older candidate ranks higher.

Before you apply: a short checklist

  • Pick your district carefully. You write the exam in that district only, and each district has only a few posts, mostly local.
  • Check that your district has a post in your community. Many districts have a single post (for example, one local OC post).
  • B.Ed. result in hand by 9 October 2026. A result that comes later does not count.
  • Fix OTPR first. Local status, white card and community come from OTPR and decide your fee and relaxations. They cannot be changed in the correction window.
  • Click Save & Submit, then pay. “Save” alone leaves the application incomplete.
  • Study certificates, Class 1 to 7, prove local status. Residence certificates are only for those who never studied in a school.
